Most recently, Packard was vice president of generation operations, with overall responsibility for the operation of the company's fossil-fueled and hydroelectric generating units. He previously served as site general business manager of Consumers Energy's Karn/Weadock site. He also sat on the Board for the Bay Area Chamber of Commerce. Gregory M. Salisbury is vice president of gas engineering for Consumers Energy. He was named to this position in 2018.
Salisbury is responsible for engineering and planning of the company's natural gas transmission and distribution systems, and for natural gas supply. He leads development and execution of plans to maintain, upgrade and expand the natural gas delivery systems that provide safe, reliable, affordable and sustainable natural gas service to customers.
He also oversees natural gas pipeline integrity, natural gas metering and regulation, natural gas transmission, compression and storage, and natural gas control.
With nearly 30 years of operations and quality assurance experience, Salisbury joined Consumers Energy as vice president of operations performance, and was responsible for implementing The Consumers Energy Way, lean principles, metrics analysis and reporting, in-process standard verification and work management improvement.
Before joining Consumers Energy, he held several quality assurance and operations positions with global medical device manufacturer Stryker Corporation. Salisbury had most recently served as Stryker's vice president, global supplier quality, where he led more than 200 quality managers and engineers across 39 manufacturing sites and was responsible for quality performance among Stryker's more than 4,500 supplier partners.
Prior to his career at Stryker, Salisbury's previous roles include general manager at Fresh Solution Farms, L.L.C., and several plant operations and quality positions within General Motors' Detroit-Hamtramck Assembly Plant.
Salisbury earned a bachelor's degree in manufacturing systems engineering from GMI Engineering and Management Institute, and a master's degree in business administration (MBA) from the Ross School of Business at the University of Michigan as a GM Fellow. Salisbury also is recognized by the American Society for Quality as a certified quality engineer.

Jeffrey Shingler is Vice President of Operations Support for Consumers Energy. He is responsible for the company's corporate safety and health, fleet, facilities and real estate functions, all of which serve customers across Michigan every day.
Previously, Shingler was Vice President of Employee Experience. He led delivery of an exceptional employee experience in "people" processes, progressive salaried and union workforce relations, and talent acquisition and training.
Shingler previously served as Executive Director, Low Voltage Distribution East and Electric Meter Operations. His leadership yielded performance improvements in storm restoration and customer-committed projects. Working alongside Utility Workers Union of America representatives, he led electric field employee performance improvements. He also established leadership and safety training programs and enhanced processes, procedures and standards.
Previously, Shingler was Consumers Energy's Executive Director of Business Services. In this role, he oversaw fleet, facilities, real estate and corporate security functions. During his tenure, the company established a 15-year strategic facilities plan and constructed several facilities, including the John G. Russell Leadership Center in Grand Rapids, Mich., the Consumers Energy Innovation Center in Jackson, Mich. and several field service centers.
Shingler joined Consumers Energy in 2001 as Fleet Supervisor. His leadership in fostering union partnerships enhanced the company's safety culture program and helped drive top-decile safety performance.
Shingler holds a bachelor's degree in construction management from Eastern Michigan University and is a Certified Utility Safety Professional (CUSP).
Timothy J. Sparks , , , Vice President of Consumers Energy Company
Timothy J. Sparks is vice president of electric grid integration for Consumers Energy, the principal subsidiary of CMS Energy. He is responsible for integrating all generation resource technologies with the company's electric grid, and also leads the utility's electric engineering function. He was named to this position in July 2017.
Sparks previously served as vice president of energy supply operations, including commodity purchasing and delivery, power supply cost recovery and gas cost recovery matters, generation dispatch and gas control operations, and regulatory compliance.
Previously, Sparks was director of fossil fuel supply and oversaw the procurement and transportation of fuel for the company's fossil fuel generating plants. He helped develop the utility's electric fuel cost recovery for regulatory filings and provided fuel price forecasts for electric rate cases and power supply cost recovery cases, and corporate planning.
Sparks' prior roles include increasingly responsible engineering and management positions in the company's electric system operations and electric transmission areas. He joined the company in 1990 as a graduate engineer and handled electric system, bulk power substation, distribution substation and customer substation planning for western Michigan.
Sparks graduated from Michigan Technological University with a bachelor's degree in electrical engineering. He also received a master's degree in business administration from Western Michigan University. Sparks is a registered professional engineer with the state of Michigan and a senior member of the Institute of Electrical and Electronics Engineers.

Michael A. Torrey is Vice President of Rates and Regulation of Consumers Energy, the principal subsidiary of CMS Energy. He was named to this position in 2016.
Torrey is responsible for ratemaking and regulatory activities, including rate reviews by the Michigan Public Service Commission. Torrey also leads tariff administration and compliance activities required to provide regulated energy services to 2.9 million customers.

Christine (Chris) Wisniewski is vice president of operations performance for Consumers Energy. She was named to this position in 2021.
In this role, Wisniewski leads implementation of lean operating principles across the company, working closely with Consumers Energy's natural gas and electric operations teams. Using the Consumers Energy Way (CE Way), Wisniewski works to improve the company's operations work management and quality functions.
Previously, Wisniewski served as executive director of operations performance analytics. In this role, Wisniewski implemented a first-ever machine learning model to improve estimated restoration times, increasing the company's outage customer experience scores 73%. She also automated the company's outage notification process using meter data to help improve customers' outage experience.
Wisniewski joined Consumers Energy in 2014 and has held increasingly responsible leadership roles that leverage advanced analytics and operational strategies to deliver positive outcomes for customers and employees.
She holds a bachelor's degree in business administration from the University of Michigan-Flint focused on accounting. Wisniewski also holds a Six Sigma Blackbelt in Lean Operations and was awarded as 2020 Best Utility Analytics Leader from the Utility Analytics Institute.

Lauren Youngdahl Snyder is vice president of customer experience for Consumers Energy. She was named to this position in July 2017.
Youngdahl Snyder has overall responsibility for delivering a consistent end-to-end customer experience and leading organizations that research, develop, market and implement Consumers Energy's customer programs and services. Responsibilities include economic development strategy and business customer operations that support Michigan's growth, as well as innovation of energy waste reduction and renewable energy programs that enable the company's Clean Energy Plan for Michigan.
Youngdahl Snyder joined Consumers Energy in 2004 and has held increasingly responsible leadership roles, gaining experience in marketing, regulatory affairs, meter reading operations, Smart Energy technology, contact center operations, and strategic planning.
